I Have Stretch Marks From Pubic Area To Stomach. I

I have stretch marks from pubic area to stomach. I get comedos here and tend to pick. I picked a scabbed area yesterday and now I have a skin tag like piece that is hanging. It is dark and red/purple but not painful. I have no idea what it could be, maybe scar tissue? I'm concerned about what to do with this.
