I Have Swelling Above My Ankles - Almost In A

I have swelling above my ankles - almost in a donut shape (with my leg being in the middle of the donut. The swelling isn't as large as a donut, but is an obvious band around my leg - and they ache/hurt a good bit. I've only noticed this in the last couple of years.
