I Have Swelling In My Legs...left One Worse..ankles Are A

I have swelling in my legs...left one worse..ankles are a bit swollen, but swelling continues into my feet and toes Swelling is mainly from the knee down. I do not urinate as much even though I am drinking and I am tired. Is this a kidney problem or circulation problem?
