I Have The Right Side Of My Lip Is Numb

I have the right side of my lip is numb and drops. When I blink my right eye doesn't close. I have had a stabbing pain below and behind my right ear. could this be nuropathy. I have arthritis and spurs in my neck and I have nuropathy in my feet and hand from the arthritis. I have also used some new lip stain lately, could that be the problem.
