I Have These White Splotches All Over My Shoulders, Chest,

I have these white splotches all over my shoulders, chest, on my neck, and in the creases of my elbows. It's not like any vitiligo I've seen or seen pictures of. And it's not that drastic of a discoloration to the skin. It's only a few shades lighter than my skin tone. It's itches like crazy sometimes and I've tried just just about anything to make it go away. Epsom salt, sugar scrubs, tons of lotions. Nothing helps. Can you help?
