I Have This Small, What Looks Like A Blister And

I have this small, what looks like a blister and has black under it. At first I thought it was a splinter but it's hurts to walk on it and itches sometimes. I thought I was a plantar wart but I'm not sure. I know I shouldn't pick at things but I thought it was a splinter so when I squeeze it clear liquid comes out. Help!!
