I Have Tingling In My Forefinger, Thumb And Sometimes Up

I have tingling in my forefinger, thumb and sometimes up my lower arm. Is this carpal syndrome or a sign of a disc problem in my back? I also have DDD in my lumbar spine with a herniated disc. Is there a relation? My neck hurts most of the time also. Thanks.
