I Have Water Behind My Ear Drum Of Right Ear..

I have water behind my ear drum of right ear.. I have been to two doctors who say use Flonase. It has been over a month but is not helping the problem. I cannot hear out of right ear. No pain just feels stopped up. Dr. also says sinuses are stopped up. Why are we not treating sinus problems.jj
