I Have What Look Like Canker Sores On My Thigh

I have what look like canker sores on my thigh and scrotum. I went to the hospital and they told me it was cellulitis. I have been taking the antibiotic and putting the anti-fungal powder they gave me on it to keep it dry, but there is absolutely no change. Could it be something else?
