I Have What Look Like Fordyce Spots On My Upper

I have what look like fordyce spots on my upper lip. There aren't two main large spots in the vermillion border region. No matter what I do they don't seem to go away. My lips look like a mess and I don't know how to fix it. I've tried apple cider vinegar and aloe Vera but both don't seem to get rid of them.
