I Have What Look To Be "lips" Or Inflammation On

I have what look to be "lips" or inflammation on either side of my meatus. I have been checked for STDS and all came back negative. I have had my urine checked for any infection and that also came back clear. I did have a few warts that I had removed and this seemed to show up around the same time as the warts...so could it be coming from the HPV? The bumps are normal colored when im flaccid and look more pronounced and red when erect. The meatus is a bit sensitive and I have the occasional lower abdominal pain but other than that I dont really have any symptoms. My doctor is convinced that it is not any sort of infection but I have to believe there is SOMETHING going on.. Please help its driving me insane.
