I Have What Looks Like A Red Rash On My

I have what looks like a red rash on my elbow area and it's swollen and itchy. I think it's hives but I'm not sure. I had smaller red under the skin bumps that felt just as itchy. They went away. I experienced this once and that was over a year ago, and it also went away. I have no idea what is causing this.
