I Have Whooshing Sound In Ears Like They Need Popped

I have whooshing sound in ears like they need popped and pressure in head like if u hold your head upside down too long then the blood rushes to it... Driving me crazy! Had it on & off for months.. Mri last year was clear but no decongestant seems to work.. Don't know what to do???
