I Haven't Been Sexually Active In 2 Years. I'm Circumcised

I haven't been sexually active in 2 years. I'm circumcised and around my shaft just under the head of my penis has become very itchy, skin flakes off white when itched. It looks like there is also two small red lines parallel with each other almost like 2 papier cuts.
