I Hit My Shin Quite Hard 3 Weeks Ago, Instant

I hit my shin quite hard 3 weeks ago, instant local swelling..... has been healing now i have a localized area that has become rash like and radiates heat. The major concern fir me is all of the sudden my ankle and foot is swelling and will not go down.
