I Just Received A Kenalog Shot For Allergies In The

I just received a kenalog shot for allergies in the buttox. The nurse changed the needle twice. The first time the nurse used a new syringe to draw the fluid out the bottle. Then the nurse changed the needle on the syringe to inject the shot. Is this normal?
