I Keep Getting Really Gassy No Matter What I Eat

I keep getting really gassy no matter what I eat my stomach swells so tight and I can't pass the gas and my breathing becomes labored. Even after I take maximum strength gas ex. This has been going on on and off for about a month. The symptoms started recently being accompanied by small itchy bumps on my arms. What could be going on?
