I M 38 Week Pregnant. Dr Said That My Placenta

I m 38 week pregnant. Dr said that my Placenta is fully matured but the Uterus mouth has not yet opened. Also baby has not come down yet. I had an ultrasound today & Dr said to wait for another 3 days. He will take the decision once I complete 39 weeks.

From his words, he sounded more keen on Cesarean. But if he has to do Cesarean only then why is he waiting for another 3 days? Kindly give us your views.
