I Notice That All Creams Or Foundation Seem To "

I notice that all creams or foundation seem to " peel away" from my temples and above the eyebrows . I don't have dry skin per se but this can look like "peeling " once I notice it in one place and start to remove what initially looks like topicals which didn't get absorbed .
No where else does this happen although with abrasion I suppose I could get all topicals off my face that way !
Is it a skin condition that requires a dermatologist or medication ?
