I Recently Had A Vasectomy And While One Side Healed

I recently had a vasectomy and while one side healed fine, the other side always feels like it's being pulled on. When i feel my scrotum it is apparent that the vas deferens is attached to the incidion site. Could it have become attached via scar tissue or possibly sutured there by accident?
