I Seem To Keep Having A White Paste Build Up

I seem to keep having a white paste build up in the bends of my upper legs around inter underwear line and at the bottom of my stomach. It does not itch, no bad odor, but it just won't go away. Bathing, powders , topical meds don't seem to clear it up. What is it?
