I Was At My Doctors Office On Friday.. For My

I was at my doctors office on Friday.. for my Blood pressure being up.. The doctor was alone with me and he was checking my blood pressure he put his hand under my shirt went under my bra and felt one breast and back out and didn't tell me what he was doing .. is it normal to feel only one breast and not have a nurse present when I went just to see why my bp was high?
