I Was Bitten By An Unknown Dog, An Unprovoked Attack.

I was bitten by an unknown dog, an unprovoked attack. This was in Toronto. The dog was with an adult(stranger-dogwalker or owner?). This individual ran way with the dog when seeing me injured. I went to the hosital for treatment. They said rabies post bite treatment is not needed as the dog was with a person. I am concerned that this advice is wrong. I have no way of knowing if the dog was vaccinated. This incident occured 36 hours ago. Your advice will be appreciated. Thank you in advance.
