I Was Recently In The Dominican Republic And Got Bit

I was recently in the Dominican Republic and got bit by some small black bugs. I had to scrape them off my legs and it bled. I immediately applied hand sanitizer to the area. The bites grew very itchy and 7-10 days after returning home, I developed a rash on my knees. Could there be any correlation between the two?
