I Was Told By A Urologist That My Meatus Is

I was told by a urologist that my meatus is abnormally small. Once, when hospitalized, I was almost in need of a catheter and this caused me some worry. I was told that the meatus can be stretched. That also does not sound pleasant. How is this accomplished? Is there a tool and anesthesia?
