I Was Told I Had Buldging Discs In My Neck

I was told i had buldging discs in my neck and shoulders. I had a head injury in june when an object fell on my head. I had a conussion and a hematoma. since then i have had headaches, dizziness arm and shoulder as well as neck issues. I have done physical therapy and each time the pain and issues are more . I see the neurologist next week. What happens when they say it might not warrent surgery yet put the issues are horrible?
