I Was Wondering I Have Been Itching Everywhere But No

I was wondering I have been itching everywhere but no bumps. Especially around my groin and thighs. I have these red bumps that pop up one at a time on the head of my penis when one starts to go away another comes and it has a scab right in the middle I just don't know I went to the doctor but they said they couldn't test for herpes if there was no pus it doesn't leak anything unless I squeeze really hard at the scab idk I just really want an idea of what it could be.
