I'm A Spinal Patient That Has Had 2 Failed Cervical

I'm a spinal patient that has had 2 failed cervical surgeries. State regulations have cause P.M. To cut back opieds that I had been on for 10 hrs& was trying to have normal life then to all away. I have had 2 T.I's BP has been since meds gone 184/98 & higher. My GP put me on 2 BP meds but BP is here because of pain. Because I'm in states system I don't know what to do
