Im Getting A Shooting Pain In My Penis And It

Im getting a shooting pain in my penis and it looks like its turning black under the skin looks black. I did have an itch for a day or so a few weeks back, I put cream on it and it stopped, though there are still a few red marks still there. Can you advise.
