I'm Having Some Trouble Down The Pants. My Penis Has

I'm having some trouble down the pants. My penis has a red spot that comes and go and it also feels really dry and sticky making it hard for me to stretch my foreskin back. When I do stretch it back, sometimes there's some smegma accumulation and can smell bad. I'm not experiencing any pain, burn or discharge at all. What could it be?
