I'm In The Navy. It Started With Congestion And Sinus

I'm in the navy. It started with congestion and sinus pressure about 3 weeks ago. I started taking Claritin and Mucinex, no change. So I started taking Zyrtec-D. The stuffiness, congestion and sinus pressure went away, but now I have phlegm in my chest. At night, if I lay on my back I can hear the wheezing. So on the ship, I was given Azithromycin for 5 days. The second week, I felt a little bit better, but the mucus in my chest remained. So i started taking Alka-Seltzer plus cold & cough. it stops the cough, but I have to take it twice a day. So I was given another dose of Azithromycin for another 5 days and I'm still coughing and I still have mucus in my chest. Does this sound bacterial? Is there a reason why I'm still going through this?
