I'm Wondering What It Means When A Lady's Clitoris Is

I'm wondering what it means when a lady's clitoris is swollen sensitive to the touch and just irritated. I noticed pain in that area and than the swelling and than the sensitivity. I've never had this happen before. I'm not all that sexually active, and my period has came and gone.
