Is Doxycycline Same As Vibramycin?

Is Doxycycline the same as vibramycin? My daughter is having to get doxycycline capsules (filled with powder not granules) shipped from the UK and it costs us hugely? She uses it as one part of a three part gargle mix that we create three times a day. Is there anything else that can be purchased here in Australia that could be used instead? It has to be dissolvable in water, which many of the alternative products seem to not be. thank you.
