Is Klippel Feil Disorder Considered A Disability? I'm 30yo And

Is Klippel Feil disorder considered a disability? I'm 30yo and was told I had Klippel Feil a few years ago by a neurologist after i had a series of seizures (and then diagnosed with epilepsy). The top few of by vertebrate in my neck are fused (not surgical) and unable to turn my head very much. I also have other birth defects with my right arm and hand. Can all of these things be related to Klippel Feil?
