Is Medicaid Given After Undergoing Sinus Surgery?

My 16 yr old had sinus surgery last year. He now complains of his nose is stopped up and he is always blowing(like something is in there and he cant get it out). Everyone makes fun of him but he says he cant help it. He is on Medicaid and we dont wont to go back to his previous doctor. He also said he cant smell which was a problem before the surgery. Is there any help for him?
