Is Topicort Advisable For Inflammation And Pain In Glans Of Penis?

I recently had a Circumcision due to balanitis. After 8 weeks of being very careful I did some excersize and my glans rubbed with the underwear. For last 3 days the left glan has an inflamation and pains when I change position. Should I use topicort or elidel or oxistat.
