Is Blockage Around Old Stent In Heart Normal?

I had a stent put in my Left Circumflex Artery in Feb 2000. I just had a heart cath in November, and there is 50% blockage next to the stent. The attending Doc did not recommend another angioplasty or Stent. Question: Is some blockage around an older stent 'normal'?
