Is Borderline Personality Disorder The Same As Post Traumatic Stress Disorder?

Doctor please tell me is the borderline personality disorder the same as the post traumatic stress disorder my husband was a Vietnam Veteran and served in the 239th Company and I am getting the runaround about a mental health claim for insurance that I am due as the surviving spouse can you give me your brief on this.
