Is Difficulty Walking A Symptom Of Post-polio Syndrome?

My sister had polio when she was four, had a rod put in her back at age 13 and her spine fused. She has done fine in her life....had two daughters, worked thirty years, but now is having trouble walking because of weak legs. Is this part of post-polio syndrome? She is 58 and healthy otherwise. She teaches school as a substitute.
