Is Disability To Swallow Normal At The Age Of 93?

My Mother In law is 93, is now in Hospital she was in an Aged Care Home, she could not swallow tablets so they were given after being crushed and administered in a gel. Now Nana has other complications is the inability to swallow accepted in her age group? is this an aged conditional that is inevitable? Thank you.
