Is Foreskin Of Penis Not Retracting During And Erection Normal?

Hi, I am a hindu 26 years old male. I have never had a sexual intercourse. I am worried that the foreskin of my penis does not retract while erection. I am worried if its normal? Will I have problem while conceiving for the first time? Please do not suggest any surgery since being an hindu, I am sure not to do any. Thanks a lot in advance.
