Is Frenulum,related With Veins Running Over The Testicles?

hi, im just wondering because i am a bit worried i have what is called a frenulum (ithink) it is what looks like a vei running from the bottom of my testicles up to the top of my penis... like the tip of it. it its very uncomfortable as it covers upf half of the hole i urnie through do you have any suggestions on what i should do?
