Is Hip Replacement Advisable While Suffering With Pulverised Hip?

My SIL has been diagnosed with a pulverized hip and denied treatment by one orthopedic physician or surgeon because of the complexity of the situation. Can the hip be replaced? Should she seek another opinion? She is in a lot of pain and although her spirits are good she is getting a little discouraged. Thank you.
