Is Induced Labor Safe When Baby Lacks Growth During Pregnancy?

My daughter is 39 weeks pregnant and they plan to induce her tonight because the baby is small and the growth rate is also small. But they think baby weights 5 lb 12 oz. I had 4 children, all under 6 lbs at full term, and my daughter and her husband are both tiny. Is there really a need to induce?
