Is It Advisable To Terminate Pregnancy When Having Low AFI ?

My sister is diagnosed for low AFI that is 2 cm at 17 weeks. Doctors found at she has PROM. She already had 2 recurrent miscarriages and this is her third pregnancy. We are very worried because doctors have advised her to terminate the pregnancy. What is your opinion?
