Is It Normal For Heart Pacemaker To Turn Sideways?

Is there a medical problem when a heart pacemaker turns sideways under the skin? We care for my mother at home...stokes...does not talk...cannot tell us if this was hurting...but it looked like you would take a quarter and turn it so the edge was against you and it was sticking in a circle outward. We immediately gently laid it back so it was flat. Ever heard of this happening?
