Is It Normal For The Spongiosum To Look Whiter Than The Rest Of The Penis?

I am trying to get an idea of extent of spongiofibrosis my urethra has narrowed but my head of penis can still get pretty hard. The spongiosum looks whiter than the rest of the penis is that normal? I am assuming the fibrosis is not super bad because the had still gets hard and is sensitive, however, the white is concerning me
