Is It Normal To Have Dry Flaky Skin On Breast?

Everyday I tend to have "bra dandruff" or "boob dandruff" when i take off my bra theres little flakey specs that look like dry flakey skin... never used to happen to me. I'm only 23 years old & I dont have a dry skin problem... Hoping this is normal? I also went and switched my bra size thinking i was just wearing too small of a bra but it still happens with my new one that fits PERFECTLY. Help?
