Is It Normal To Have Tender Breasts And Sore Nipples?

Hi my breast have been tender and my nipples are soar for two weeks know or more. This happens to me once in a while is this normal? I have 2 kids and i don t think i am pregnant. what is the cause of this they are not swollen just tender and soar all the way to the nipple. Thank you so much !
