Is It Possible To Get Genital Warts An Inch Inward

Is it possible to get genital warts an inch inward in the urethra? When I'm flacid, I feel hard tissue around the urethra. Im not sure if its on it or if its in the tissue. When I am erect it, it it doens't hurt so much as it feels like trying to stretch the tissue but it doesn't want to stretch all the way.
